This is a very intricate outfit. I think the dress could stand on it's own but the headpiece does add an additional flair. I personally like the headdress but I could see others thinking its over the top. The makeup fits the theme nicely and overall the outfit has good harmony. I like how you incorporated 2 pieces to make up the dress to make a very unique look. I am not sure the small waist is needed.

I think the hand tattoos are out of place and actually take away from the outfit and I agree that the waist scaler needs to go.
Otherwise, I agree with Linear; this is a nice outfit. You did a fantastic job putting the dress together.
