It was posted for the High Fashion Theme which allows bundles, so no, it doesn't need to be posted as a bundle.

The rules for bundles where themes are concerned are a little different. With a theme like this one, where you're using such creative items, it can be difficult, if even IMPOSSIBLE to find items that match the product outside of the products that the creator originally designed to match. Because of that, you can use as many or as few items by the same creator in themes that allow bundles, as you choose. This gives you more versatility with designing the outfit without having to adhere to strict rules and guidelines.
